NHS Commissioners’ Governing Bodies to discuss report on incredible disappearing Consultation Document on planned hospital cuts

A report to be considered at Greater Huddersfield Clinical Commissioning Group’s Governing Body meeting on 10 Feb, and at Calderdale Commissioning Group’s Governing Body meeting on 11th Feb,  under the agenda item Right Care Right Time Right Place update (see p25), says that the Consultation Institute is to review the incredible disappearing Consultation Document on the hospital cuts proposals, to make sure it meets their standards.

The Clinical Commissioning Groups were unable to present the Consultation Document to the 29th January Calderdale & Kirklees Joint Health Scrutiny Committee because they – or rather North Eastern Commissioning Support, who they’re paying to do the work  – hadn’t finished  writing it.

The Report says that this incredible disappearing Consultation Document covers:

  • Consultation papers (including narrative)
  • Draft questionnaires (paper and online)
  • Equalities monitoring form
  • Draft Equalities impact assessment
  • Engagement plan
  • Websites, if applicable
  • FAQs, if applicable
The Report says that North of England Commissioning Support  has now produced the final draft of the Consultation document and the CCGs have circulated it to the members of the Hospital Services Board and Governing Body for comments. (What is this Hospital Services Board and Governing Body?)
“Where applicable”, comments have been incorporated into the document.
Which comments were not applicable? And why? How did the CCGs decide what an applicable comment was?

The Report says a summary consultation document and an easy read version and alternate formats will also be produced.

 

The Report glosses over the Kafka – esque fiasco of the 29th January Calderdale and Kirklees Joint Health Scrutiny Committee and makes no mention of subsequent attempts by the JHSC to find out what on earth the is going on with the Consultation Document – or of widespread public wrath at the incredible disappearing Consultation Document shenanigans.

 

This precipitated a torrent of emails  to the Joint Health Scrutiny Committee calling for a recall of the meeting, in order to provide proper public scrutiny of the  Consultation Document.
