West Yorkshire & Harrogate STP Joint CCGs Committee meeting 4th July in Brighouse

A new Joint Committee for the 11 clinical commissioning groups in West Yorkshire and Harrogate (WY&H) will meet for the first time in public from July 2017 and then every other month.

The committee is part of the WY&H Sustainability and Transformation Partnership (STP).

It is a rather dodgy workaround for the fact that there is no legal basis for the Sustainability and Transformation Partnership, which is to carry out the West Yorkshire and Harrogate Sustainability and Transformation Plan, published in November 2016.

This has been the object of sustained public protest because it forces the region’s NHSs and social care organisations to cut £1bn NHS and social care spending by 2020/1, speed up NHS privatisation and create a two tier health service by turning the NHS into a version of the US Medicare/Medicaid for patients who are too poor or ill to get private health insurance.

The Sustainability and Transformation Partnership is made up of over 25 organisations, including the 11 clinical commissioning groups, hospitals, mental health trusts, community and local care providers, councils, and Healthwatch.

The committee will have joint delegated powers from individual CCGs to make collective decisions around specific work programmes, for example mental health, urgent care and stroke. This will lead to cuts and centralisation of services in one or two regional hospitals and the downgrading/shrinkage of other District General Hospitals.

These joint delegated powers are the way the Sustainability and Transformation Partnership gets round the fact that there is no legal basis for it to make decisions.

It is open to question whether this is lawful and the West Yorkshire and Harrogate Joint Health Scrutiny Committee really needs to investigate this.

When the CCGs say a meeting is “held in public”, they mean the public has to shut up and listen – as distinct from a public meeting when the public says what it has to say. Let’s see about that.
