Say NO! to US Medicare-type system planned for West Yorks and Harrogate NHS and social care from April 2018

West Yorks and Harrogate Slash and Trash Partnership is to become an Accountable Care System from April 2018, says Rob Webster, the STP Chief Executive Officer. We’ll see about that!!!

Rob Webster, Chief Executive Officer for West Yorkshire and Harrogate Slash and Trash Partnership (STP), has announced that the STP plans to become an Accountable Care System from April 2018.

He says this is the decision of the West Yorkshire and Harrogate  Sustainability and Transformation Partnership leadership team (which he says includes representatives from councils, hospitals, care providers, clinical commissioning groups and the voluntary and community sector).

West Yorks & Harrogate STP programme directors met last week at what Rob Webster describes as a “WY&H priority programme meeting” to discuss what a West Yorks & Harrogate Accountable Care System

“would look like in practice, and in particular how we can strengthen governance and build mutual accountability.”

They have also been discussing this with the quangos NHS England and NHS Improvement.

At the West Yorks & Harrogate Sustainability and Transformation Partnership programme priority meeting, they apparently discussed the Accountable Care System Memorandum of Understanding.

Who are these leadership team people and WY&H STP programme directors? Where and when did they meet and why were meetings not held in public, with due notice given? ck999 has asked the STP communications person.

Update 8 December 2017: The WYH STP comms person’s reply says that the “ambition” is for West Yorkshire and Harrogate STP to set up a shadow Accountable Care System from April 2018. Which isn’t what Rob Webster’s blog post said.

Nov 28th Scrutiny meeting must examine this move to turn our NHS into an Accountable Care System

The West Yorkshire and Harrogate Joint Health Scrutiny Committee meeting in Leeds on 28 November must scrutinise this proposal to turn West Yorks and Harrogate NHS and social care services into an Accountable Care System.

Accountable Care Systems are a way-station on the route to setting up Accountable Care Organisations – a new business model for the NHS and social care that would turn them into a version of the US Medicare/Medicaid system.

For this reason, the West Yorkshire and Harrogate Joint Health Scrutiny Committee will surely need to refer this proposal to the Secretary of State, as damaging to the health needs of the public AND to the NHS.

Dismantling Our NHS

Rob Webster’s blog post  says that the Slash and Trash Partnership’s Voluntary and Community Service programme and unpaid carers work is “rapidly moving at pace.” Apart from his massacre of language – why is this supposed to be a good thing?

He also points to

“the creation of new arrangements for commissioning and new care providers”.

What new arrangements for commissioning and what new care providers?

He says an Accountable Care System would mean “greater autonomy and control over resources, including money, from national bodies”. In other words, dismantling the National Health Service.

His blog post continues:

“Our ambition is to move to an ACS model from April next year…subject to all parties being content…
An important part of the way we work will be an agreement (or Memorandum of Understanding – MOU) between partners and with national bodies. This will underpin the next phase of our development, setting out shared governance and accountability arrangements, and highlighting shared commitment to working together.”

Well, we shall see about that.

In the meantime, I’ve asked the West Yorks & Harrogate STP comms person the following questions

  1. Who are the members of the WYH STP leadership team?
  2. How were they appointed and who appointed them?
  3. When did they decide to turn the WYH  ST Partnership into an ACS from April 2018?
  4. Who are the WYH ST Progamme Directors?
  5. When and where was their “priority meeting” held, that discussed the ACS Memorandum of Understanding and any other matters relating to the proposed ACS?
  6. Who has been discussing the proposed ACS with NHS England and NHS Improvement, when and where?
  7. What papers/emails/minutes of meetings have been produced for those discussions and please will you send them to me?
  8. Please also send me agendas, papers and minutes for a) the Meeting of the WYH STP leadership team that decided to set up a WYH ACS from April 2018 b) the priority meeting of the WYH STP Programme Directors that hat discussed the ACS Memorandum of Understanding and any other matters relating to the proposed ACS.
  9. Why have these meetings been held in secret, without notifying or inviting the public to attend?
West Yorks and Harrogate Slash Trash and Privatise workforce plan to be made public over a year after we asked to see it.

In addition to the Accountable Care System bombshell, Rob Webster also announced that the West Yorkshire and Harrogate STP workforce plan, which we have been asking to see since October 2016, will will be publicly available in the New Year. The West Yorks and Harrogate Joint Health Scrutiny Committee asked for it last January.

This announcement follows Rob Webster’s attendance at a Social Partnership Forum (SPF)  meeting which discussed the draft West Yorkshire and Harrogate STP workforce plan.
